All issues of the first block of the series (#1-89) of Green Lantern were distributed in the UK so there are no exclusively American cents copies. The UK pence copies are exactly the same as the American cents apart from the addition of a cover stamp.
As Superman and Batman occupy the Premiere League of super-heroes so Flash and Green Lantern are slightly lower in status though not by much. Both enjoyed Golden Age (1940s/1950s) runs of comics and Green Lantern hit new heights in the 1970s in the team-ups with Green Arrow starting with #76, the comic that was said to usher in a new Age of Comics, the Bronze Age.
Green Lantern #1 is considered a Major Key issue.
Green Lantern #76 is considered a Key issue.
All American Comics #16 you would have to call a Super Key issue as the first appearance of the Golden Age Green Lantern.
